Kazakh delegation of young artists represented our country well at the sixth Open Youth Delphic Games of the CIS member countries, representatives of National Delphic Committee inform. 19 amateur artists of Kazakhstan competing in 8 categories represented our country at the games in Yerevan. National team of our country represented Kazakhstan well at international level and topped the expectations winning medals in 6 categories and honorary certificates in 2 categories.

The Embassy of Kazakhstan in London informs of a concert of Amir Tebenikhin, a distinguished Kazakh pianist scheduled for 9 May, 2010. Amir Tebenikhin, who recently has been awarded an honour to participate in the most prestigious music festival in Europe, Ruhr Festival 2010 will present the same programme, including musical compositions by R. Schumann and F. Chopin, whose 200th anniversary we celebrate this year.

Development of the Kazakh language must be a priority of the State Program of Languages Development till 2020. Kazakhstan Prime Minister Karim Massimov has said it at the enlarged session of the Ministry's Board. "Development of the state language should be a priority of this Program", he said. According to K.Massimov, the opinions of the intelligentsia and all public organizations should be taken into account within the program elaboration. The state language should be the country's property, he stressed.

3, 000 children will attend kindergartens which are planned to be opened on the first floors of the capital's housing complexes. Akim of the city Imangali Tasmagambetov said. "More than 16, 000 sq m in 15 housing complexes of Astana are planned to be used for these purposes. This will cover 3,000 children", he said at a session of Astana affiliate of Nur Otan People's Democratic Party. "Next year we plan to put into service kindergartens for 11,000 children. 20 more facilities are planned to be built in 2011. Thus, we consider that by the end of 2011 the problem of shortage of pre-school institutions will be solved by 80-90%", he said.

The Astana akimat (administration) has named addresses of future kindergartens, the construction of which will allow to create about 11.000 seats. "The akimat implements the Actions Plan for 2009-2010 for execution of the task on seats deficit reduction in kindergartens set by President Nursultan Nazarbayev within the direct line on November 13".

"Our graduates work mostly in Astana and Almaty. But it is important to cover regions as well", Kazakh Minister of Education and Science Zhanseit Tuimebayev has said at the forum devoted to employment of Bolashak graduates in Astana. The Minister noted that about 25,000 Kazakhstanis study in various educational institutions of the world. About 3,000 study on Bolashak program. This year 800 Bolashak graduates return home. Mr. Tuimebayev invited several graduates to work in the ministry.

A project on nutrition optimization of orphaned children was started in Kazakhstan. According to the data of the Kazakh Healthcare Ministry, about 40% of children come off in their physical development, over 25% of them suffer from anemia, 16% have other health problems due to insufficient or hypo-nutrition. The nutrition optimization project will be started from testing of 200 children aged from six months to three years from eight orphanages of Astana, Almaty and regions.

A presentation of an omnibus of Shabyt International Creative Youth Festival was held at the Astana Palace of Peace and Accord Nov 8, in the course of closing ceremony of Shabyt-2009. The collection includes literary works of the laureates of Festival from 1998 to 2008. People's writer of Kazakhstan, laureate of the State Prize of Kazakhstan, poet Fariza Ongarsynova expressed gratitude to the Ministry of Culture and Information and Astana administration of culture for their support and assistance in publishing the book and wished it to be translated in the English and Russian languages.

"Opening of "Kazakh Eli" complex in our capital city is a historic event for Kazakhstan", Kazakh writer, laureate of the World M/Sholokhov Prize Sabit Dosanov said. "I am very impressed", he said. According to the writer, despite such state symbols as emblem, anthem, flag every country has its own attributes that reflects its national peculiarity. "Kazakh Eli" Monument is a grate work of sculpture, logically supplemented the whole architectural ensemble", the writer noted.

Russia notes Kazakhstan's policy in the language issue with much appreciation. Russia's Ambassador Extraordinary and Plenipotentiary to Kazakhstan Mikhail Bocharnikov has made it public at the opening of the II International Congress "The Russian language as a language of intercultural and business cooperation in the polilingvizm context of Eurasia".
The Congress is organized by the Kazakhstan Comprehensive Institute "Parasat" jointly with the Russian Science and Culture Centre, Kazakh Humanitarian Juridical University under the auspices of the Kazakh Ministry of Education and Science and Russian World Foundation. It is aimed at expansion of scientific, educational and cultural cooperation between Kazakhstan and Russia, support of scientists and teachers, experience exchange on teaching methodology of the Russian language and literature.

A charity campaign for children deprived of parental care, children from large families and foster children organized by the Fund of the First Kazakh President and corporate fund 'Educational Fund of Karassay Municipality' has taken place in Kaskelen town of Almaty region. A concert of children art activists was held within the event. A hundred of first-grade school students from 13 schools of the municipality were presented school bags with school utensils. At the end of the event the children visited the local history museum.

A workshop under the EU project in the field of environmental policy instruments has started today in Astana. The seminar was organized by the Kazakh Ministry of Environmental Protection within the implementation of the EC project on introduction of environmental policy tools in Kazakhstan. Deputies of the Senate of the Kazakh Parliament, representatives of the President's Administration and Government, Vice Minister of Environmental Protection Mazhit Turmagambetov, representatives of corresponding ministries and administrations of the republic, European Commission, UNDP, non-governmental organizations, scientific, expert and business circles take part in the seminar.

Two-day seminar on state-private partnership has been opened in Astana. The seminar is held with the realization of the program if the Asian Development Bank “Central Asian Regional Economic Cooperation” (CAREC). The seminar, organized in Kyrgyzstan, Kazakhstan and Mongolia, started its work on June 15 in Bishkek and will be accomplished on June 22 in Ulan-Bator. During this period Professor of the Oslo University Ole Steen-Olsen will lecture on the issues of introduction and realization of the modern methods of state-private partnership.

7 schools to be repaired within Road map in S Kazakhstan. Within the framework of the Road map it is planned to repair of seven schools in the Kazygurt district of South Kazakhstan oblast. All schools will hold on major repairs – most of them for the first time. Work will be completed till a new school year beginning. KZT 338 mln is allocated for all tasks.

First meeting of members of the Executive Committee of the International Fund for Saving the Aral Sea (IFSAS) with representatives of international donor organizations was held in Almaty with participation of specialists of the UN Economic Commission for Europe. The meeting was held in order to implement the joint statement of the Heads of States – the IFSAS founders – Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan – as of April 28, 2009. In accordance with the statement, the IFSAS Executive Committee together with the Interstate Commission for Water Coordination, the IFSAS Interstate Sustainable Development Commission ad national experts and donors were charged to work out the Action Program on assistance to the countries of the Aral Sea Basin for 2011-2015 for further consideration and approval by the state founders of the IFSAS.

National Academic Library opens a depositary library of the People’s Assembly of Kazakhstan. Deputy Chairman of the People’s Assembly Yeraly Tugzhanov and Director of the National Academic Library Roza Bergaliyeva signed agreement of cooperation. “Opening of a depositary library enable the Assembly to have its own information niche in the library system. It will allow to maximally use potential of its structures for information dissemination to distant regions of Kazakhstan”, Mr. Tugzhanov said.

“In his Annual Address to the nation Head of the State Nursultan Nazarbayev noted the state will support students who have no money to pay for education. For this purpose the Government allocates additional 11 thousand grants and 40 thousand student loans”, First Deputy Chairman of “Nur Otan” People’s Democratic Party Darkhan Kaletayev said at a meeting with students of the Satpayev Kazakh National Technical University in Almaty.
Mr. Kaletayev called Kazakhstanis to unite for solving national tasks in crisis time. “Nur Otan Party will make every effort to address the tasks set by the President of Kazakhstan and solve urgent problems of the society”, he said.

The Committee on Languages of the Kazakh Ministry of Culture and Information together with “Russian Community of Kazakhstan” Public Association is holding a republican contest of proficiency in the Russian language. Young people at the age of 14-20 are invited to take part in the contest. According to the organizers, the contest consists of two stages, the first regional stage will be held on February 20 – May 4, the second republican stage will be held in May.

“The total sum of appreciation on the construction of schools of the republic for 2007-2009 amounted to KZT 13 bln”, Kazakh Vice Premier Yerbol Orynbayev has said at the telephone conference of the Government. As Y.Orynbayev noted, the sum of appreciation on 30 schools amounted to KZT 3 bln in 2007, on 34 schools - KZT 5 bln in 2008, and declared demand on appreciation amounted to KZT 5 bln in 2008. “The total sum of appreciation on the construction of schools amounted to KZT 13 bln for 2007-2009”, he said.

The Third Congress of leaders of world and traditional religions is to be held in Astana on July 1-2, 2009. Kazakh Senate Speaker Kassym-Zhomart Tokayev has informed of it at the VII session of the Secretariat of the Congress.
Following up the results of the VII session of the Secretariat of the Congress the working group adopted a Protocol of the Secretariat. According to K.Tokayev, this document is a good foundation in preparation for the third Congress. “During discussions a necessary concensus was reached. This shows, that the process started at the first Congress in Astana in 2003 continues”, he said.
“I would like you to aquaint heads of the confessions, which you represent here, with the Protocol of our session”, the Senate Speaker said.

The first forum of women's and gender nongovernmental organizations (NGO) aims at formation of gender relations culture in family and society. It is to be held in Almaty on September 19. Its organizers are “Union of Women of Intellectual Labor” and the Almaty confederation of NGOs “Ariptes”.
The event is purposed to popularize women's achievements in Kazakh society, raise international image of Kazakhstan, realize female initiatives through NGOs, state structures, business, labor unions and mass media.
Besides, heads of Almaty NGOs will tell about problems and prospects of the female movement in Kazakhstan at the meeting of the women's and gender NGOs November this year.

On Sunday Heads of departments of the Kazakh Ministry of Tourism and Sport had a meeting with foreign journalists who are taking part in an information tour in Kazakhstan.
Within the meeting Chairman of the Committee of Tourism Industry Yevgeny Nikitinsky detailed the journalists information on the situation of the Kazakh tourism, plans and projects of further development and answered foreign guests' questions.
15 journalists of leading mass media from Canada, Netherlands, Spain, Turkey, South Korea, Greece, the USA, Germany, Japan, Austria and Hong Kong take part in the tour that is being held during September 7-17.
During the information tour the journalists visited the cities of Almaty and Astana, as well as South and East Kazakhstan regions. It was planned to visit monuments of historico - cultural heritage on the Kazakh territory of the Great Silk Road and etc.

"10 years later since the capital’s move, the territory of Astana city has increased two-and-a-half times up to 71 000 ha. The population has tripled and is estimated now at 700 000 people," Astana deputy akim Amerkhan Rakhimzhanov told at international scientific conference “XX century: the history of the capital's move”. In 2010 its population will climb to one million,” he added.
"Everyone remembers July 6, 1994, when the country’s Supreme Council at the suggestion of President Nursultan Nazarbayev decided to remove the capital from Almaty to Akmola. To date it is obvious such grandiose construction at the turn of century was possible thanks to the inexhaustible energy of the nation and President’s will," Rakhimzhanov stressed.
The conference is initiated by the Astana akimat and public fund “Centre of political and humanitarian research”. Those attending are the scientists from Iran, Malaysia, Pakistan, Russia, Azerbaijan, Kyrgyzstan and Kazakhstan.

Chairman of the International Affairs, Defense and Security Committee Nurbach Rustemov has received Permanent Representative of Greece to the OCSE Mara Marinaki in the Majilis.
During the meeting it has been noted that today the two countries have more reasons for interaction as Kazakhstan intends to chair the OCSE after Greece in 2010.
The activity of a working group on cooperation with Greece headed by the Majilis deputy Sat Tokpakbaev testifies to readiness to strengthen the bilateral inter-parliamentary contacts. The parties also discussed the “Road to Europe” Programme being developed by Kazakhstan on the initiative of the Kazakh President. The programme will promote Kazakh-European mutual cooperation, attract European management and technologies to the country and set dialogue between the nations and cultures.

President of Kazakhstan Nursultan Nazarbayev charged to assume necessary measures in order to develop tourism in the country.
“Tourism is a source of income for the national budgets worldwide. The number of tourists visiting Kazakhstan each year grows, however, one can hardly say the domestic tourism is developed enough,” the Head of the State said at the extended session of the social council on “Cultural Heritage” Programme Realization.
President Nazarbayev, therefore, noted it was necessary to develop transport infrastructure. “Recently we have started construction of “West Europe-West China” road that will link Kazakhstan, Russia, Europe and China. Three historic monuments are situated on this route,” he said.

The forum’s principal theme is Big cities – resource of the countries’ socio-economic development.
Kazakhstan’s capital represents a common division Town planning, architecture, design and social block that demonstrates achievements in the sphere of housing construction, landscaping, healthcare, education, culture and investments.
About 100 cities of Russia, Kazakhstan, Armenia, Byelorussia, Kyrgyzstan, Ukraine, Moldova and Georgia sent the requests for participation.
The forum is initiated by the International Assembly of the capitals and big cities.

A purpose of the exposition is to demonstrate achievements in the field of education, advanced educational technologies, programs and multimedia textbooks.

A sitting of the commission for further improvement of state language policy chaired by the Vice Prime Minister Umirzak Shukeyev has taken place today in Ukimet Uyi (House of Government).
The participants discussed a draft law On state language of the Republic of Kazakhstan, issues of the creation of an agency for languages within the framework of the administrative reform and opening of a new TV channel in the state language.
U. Shukeyev ordered the Committee for Languages to present information of the application of funds allocated to the development of the state language.

Besides, the Kazakh Leader paid a visit to the Zhambyl Zhabayev museum complex, where he laid flowers to he memorial of the great Kazakh poet Zhambyl Zhabayev.

"Culture and Information Ministry of Kazakhstan is developing a program on transition to the digital TV and radio broadcasting and preliminary cost of the project makes USD 1 bln", Culture and Information Minister of Kazakhstan Yermukhambet Yertysbayev has stated today during the regular session of the Government of Kazakhstan. "Kazakhstan will obtain a new system of the television broadcasting. Every digital TV station of Kazakhstan will get an opportunity to extend the broadcasting territory", the Kazakh Minister added.

The Embassy of the Kingdom of Spain has held a briefing on the results of the visit paid by OSCE Chairman-in-Office, Spanish FM Miguel Angel Moratinos to Kazakhstan. As stated there, Mr Moratinos saw during his visit that Kazakhstan society, its authorities, political parties and nongovernmental sector voice support to the idea of the country's OSCE chairmanship. Vice Minister of Foreign Affairs of Kazakhstan Kairat Abdrakhmanov noted that the country has intentions to continue collaborating with the OSCE and work at achieving the task set - to preside over the organization. Kazakhstan Ambassador Yerlan Abildayev met with the teaching staff and students of the leading Tajik universities in Dushanbe. During a special raid in Almaty, its two largest building corporations have been fined for non-observance of sanitary norms on construction sites. In compliance with the rules, all vehicles should be clean when they leave construction sites for city streets with water sewage being installed at the construction areas. Almaty city administration employees, traffic police officials together with district inspectors have been checking the condition of the city roads. Specialists are planning to take a number of measures for keeping the city clean and from now, all violators will be administratively punished.

The festivals of literature, international forums devoted to the Russian language, different conferences directed to popularization of the Russian language and strengthening of its positions will be carried out in Russia and other foreign countries within the frame of this event. The scientists, philologists of the Kazakh universities, socio-political figures, deputies of the Senate and Mazhilis of the Kazakh Parliament and representatives of science and culture participated there.

Valery Nabitovsky, earlier dismissed from the position of the mayor of Ekibastuz has come back to his work. Judges have cancelled the decision of the regional prosecutor's office to dismiss Mr. Nabitovsky for a period of investigation and trial. Earlier Mr. Nabitovsky was dismissed from the position of the mayor of Ekibastuz for the period of investigation of a case related with an allocation of a land plot. Mr. Nabitovsky was elected as the mayor of Ekibastuz during the experimental election as of 20 October, 2006.

The head of Atyrau made a public report on the work done in the region. Over 900 families have received communal and personal flats through The State Housing Programme and a new school with a capacity of 432 children has been opened in the Sarykamys district. Tens of kilometres of roads and power lines have been repaired. The head of the region, Bergei Ryskaliyev said that the lighting wouldn’t be switched off early and the sanitation of the city would be improved. Several streets will be re-constructed and widened.

Kazakhstan has become the 154th Party to the Ramsar Convention. The news gives greater strength to conservation work in the country, say conservationists working to protect Globally Threatened Birds. The Convention on Wetlands, signed in Ramsar, Iran, in 1971, is an intergovernmental treaty which provides the framework for national action and international cooperation for the conservation and wise use of wetlands and their resources. The first Ramsar site to be declared in Kazakhstan will be the ÑTengiz-Korgalzhyn Lake SystemÒ.
