Ukrainian Ambassador to Russia Vladimir Yelchenko praised the progress of Kazakhstan's chairmanship in the OSCE at the meeting with his Kazakhstan's colleague Zautbek Turisbekov. The diplomats exchanged opinions on a wide array of topics regarding the bilateral relations. The Ambassador of Ukraine praised the chairmanship of Kazakhstan in the OSCE and its role in settling international security issues. Then Z. Turisbekov met with Metropolitan of Astana and Almaty Archbishop Alexander, who noted the contribution of Kazakhstan to the strengthening of tolerance and interreligious accord in the country.

The political crisis in Kyrgyzstan has become a serious test for the OSCE. President Nursultan Nazarbayev has said it opening the informal summit of the OSCE Foreign Ministers. According to N. Nazarbayev, underdeveloped economy, poverty, weakness of power and instability of democratic institutions became the major reasons of the riots in the country within the past five years. As the President noted, Kazakhstan's efforts coordinated together with the world leaders prevented in fact large-scale civil war in the country.

A session of the EurAsEC Interstate Council - Supreme body of the Customs Union of Russia, Belarus, Kazakhstan is being held in Saint Petersburg. Kazakh Prime Minister-Deputy Chairman of the EurAsEC Interstate Council Karim Massimov heading the Kazakh delegation takes part in it. K. Massimov noted that "President Nursultan Nazarbayev told us that, as the final result, the Customs Union will benefit economies, honest entrepreneurs of all countries - Russia, Belarus and Kazakhstan".

Head of the State Nursultan Nazarbayev has departed to South Korea for a two-day visit. Within the visit the President of Kazakhstan and President of South Korea Lee Myung-bak will take part in opening ceremony of the Year of Kazakhstan in South Korea.
The Heads of State will hold negotiations tomorrow. A range of bilateral documents is expected to be signed upon the results of the top level talks. Later the President will meet with the leadership of Seoul National University and several leading Korean companies.

President Nursultan Nazarbayev had an informal meeting with his Russian counterpart Dmitry Medvedev within his working visit to the United States of America. As the Presidential press service informs, N. Nazarbayev and D. Medvedev discussed the issues concerning bilateral relations as well as regional and world policy at a dinner.

President of Ukraine Viktor Yanukovich will visit Kazakhstan at the invitation of Kazakh President. V. Yanukovich will meet with the leadership of Kazakhstan to discuss the issues of cooperation in various spheres. A number of documents is planned to be signed. This visit should give a new impulse to the development of bilateral dialogue between Astana and Kiev promoting trade-economic interaction of the two states.

Ambassador to Japan Akylbek Kamaldinov took part in a ceremony of opening of the Honorary Consulate of Kazakhstan in the city of Sapporo, Hokkaido. During his trip the Ambassador gave a lecture to the community of Hokkaido. He told about the main provisions of the Kazakh President's Address to the Nation, major international initiatives of our country including chairmanship in the OSCE. The Ambassador also had bilateral meetings and negotiations with the local executives and businessmen.

A polling place on elections of Ukrainian President has started its work in the Embassy of Ukraine in Kazakhstan in Astana today. Ukrainian Ambassador Extraordinary and Plenipotentiary Nikolai Selivon was the first voter. As the Ambassador noted, the polling place opened at 08.00 a.m., and at 08.10 a.m. two voters came, one of them is from Ust-Kamenogorsk. They said, that they must elect a President, who will lead Ukraine forward, N.Selivon said. At present two polling places function in Kazakhstan.

Prime Minister Karim Massimov met today with his Ukrainian counterpart Yulia Timoschenko in Yalta within the session of the CIS heads of governments.
The parties focused on state and prospects of development of the Kazakh-Ukrainian bilateral relations in trade and economic spheres. The prime ministers also exchanged views on some issues of today's session. The parties stated positive course of development of the relations and expressed mutual interest in further development of cooperation.

A memorandum of cooperation has been signed between "Nur Otan" People's Democratic Party and "Hannara" Grand National Party of South Korea. The document was signed by First Deputy Chairman of Nur Otan Darkhan Kaletayev and Head of Hannara parliamentary faction Ahn Sang Sou. The sides discussed the issues of realization of the action plan on deepening of cooperation between Kazakhstan and South Korea, which was approved during the Korean President's state visit to Kazakhstan in May 2009.

Kazakh Prime Minister Karim Massimov has held a meeting with delegation of the City of London, headed by Lord Mayor of the City of London Alderman Ian Luder. Ian Luder informed K.Massimov on the results of three-day visit of the delegation to Kazakhstan and results of the meeting with representatives of the state bodies and business community of the country on the issues of development of mutual cooperation. The representatives of the City of London highly appreciated the activities of the Kazakh leadership on the world financial crisis overcoming. At the end of the meeting the sides expressed assurance in the further cooperation.

An International Parliamentary European Security Conference to start its work today in Kiev. The delegation of the Kazakh Parliament headed by Senate Chairman, Vice President of the OSCE PA Kassym-Zhomart Tokayev will take part in the event. The Head of the Kazakh delegation is expected to deliver speech at the session of the European security. Bilateral meetings of the speaker of the Kazakh Parliament with the heads of parliamentary delegations are scheduled within his working visit.

Narymbek Ismagulov/ Kazakhstan is the first and principal contact country for NATO Parliamentary Assembly in the region of Central Asia Member of the French Delegation to the NATO PA Loic Bouvard has told about it today at joint Rose-Roth Seminar. "Kazakhstan is the first and main contacting country for NATO PA in the Central Asian Region. We hope other countries of the region to enter into similar cooperation with NATO PA", - he noted.

Kazakhstan Prime Minister Karim Massimov held a meeting with Russian President Dmitry Medvedev in Moscow. At the meeting the parties discussed the issues of bilateral Kazakh-Russian cooperation, in particular, economic interaction expansion between the two countries.
The Prime Minister congratulated Dmitry Medvedev on success of the St. Petersburg International Economic Forum and the World Grain Forum.

Yesterday Kazakh Prime Minister Karim Massimov arrived with a working visit in Moscow to take part in an international conference of the heads of the states and governments on the issues of Russian gas transit to Europe convened by Russian President Dmitry Medvedev.
Kazakh Premier was accompanied by Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Russian Federation Adilbek Dzhaksybekov, First Deputy Minister of Foreign Affairs Nurtay Abykayev and President of “KazMunaiGaz” JSC Kairgeldy Kabyldin.

Chairman of the Kazakh Senate Kassym-Zhomart Tokayev has received Special Envoy of the UN Secretary General, Head of the UN Regional Centre on Preventive Diplomacy for Central Asia Miroslav Jenca.
The parties discussed the issues of coop and interaction development within this organization called for strengthening peace and security in the Central Asian region.

The Majilis of Kazakhstan’s Parliament considered the Senate-amended draft law “On amendments to the law of the Republic of Kazakhstan “On public procurements”.
The bill is to improve the legislation in the directions of transparency and efficiency of public procurements by means of electronic state procurements development; and increase competitiveness of the domestic suppliers through a primary placement of orders at the domestic productions.
Traditional paper technologies of public procurements procedure will be transformed into electronic document management.
All 38 amendments made by the senators were approved by the Majilis.

Head of the State Nursultan Nazarbayev has met President of the United Arab Emirates Sheikh Khalifa bin Zayed Al-Nahyan at Astana airport.
The Sheikh has visited Kazakhstan several times, but this is his first official visit as the President of the country.
Tomorrow the parties will have bilateral negotiations regarding interaction in political, trade and economic and cultural-humanitarian spheres.
The high guest will survey sights of Astana and get familiarized with project of the capital city development.

45 Senators and 98 Majilismen attend the session. Prime Minister of Kazakhstan Karim Massimov, heads of the ministries and departments, state bodies, representatives of the Presidential Administration are taking part in the sitting.

35th meeting of the Foreign Ministers Conference of the Organization of Islamic Conference (OIC) took place in Uganda capital Kampala. A Kazakh delegation chaired by Vice Minister of Foreign Affairs Nurlan Yermekbayev attended the sitting.
Taking the floor, Kazakh diplomat expressed gratitude to OIC member states for supporting our country’s initiative on holding Common world: progress through variety International forum in Astana on Oct 17, 2008.
The Islamic countries positively view Kazakhstan’s oncoming chairmanship in the OSCE as an opportunity of tuning up fruitful contacts and cooperation of the OIC and the OSCE as the largest multilateral organizations in the world after the UN.
Kazakhstan has enlisted up support of all 57 states regarding its candidacy for the UN Security Council’s nonentity member for 2011-2012 and member of the UN Peacebuilding Commission for 2008-2010.
Within the event Kazakhstan exchanged notes and signed protocols on establishment of diplomatic relations with the OIC African states – Uganda, Sudan and Mozambique.

A regular sitting of the Council on interaction with local representative bodies (maslikhats) under the Kazakh Parliament’s Senate will take place in South Kazakhstan region.
Senate Vice Speaker Mukhambet Kopeyev made it public at a meeting with deputies of municipal and regional maslikhats of Akmola oblast which arrived with a working visit to Astana.
The Council on interaction with local administrative bodies (maslikhats) was founded at the end of 2007. It is an advisory body under the Senate. Its main purpose is to work out proposals on improvement of legislation in the sphere of local public management and regions development.
The Council is headed by Senate Speaker Kassym-Jomart Tokayev. And senator Oralbai Abdykarimov was named his deputy.

This problem was discussed at a plenary session of the Kazakh Senate.
Kazakhstani senators Kuanysh Sultanov, Kuanysh Aitakhanov, Serik Ayaganov, Zhomartkali Zheksembinov, Shamsat Isabekov, Nusupzhan Nurmanbetov entered the group for cooperation with the Greek Parliament.

President of Kazakhstan Nursultan Nazarbayev has made the personnel reshuffle in the structure of the Government of Kazakhstan.
By presidential decree Vladimir Bozhko has been appointed the Emergency Minister of the Republic of Kazakhstan and relieved of the post of the deputy chairman of the Kazakh National Security Committee due to a transfer to another appointment.
By presidential decree Zhamishev Bolat has been appointed the Finance Minister of Kazakhstan, Kazinform refers to the presidential press service.
Nataliya Korzhova has been relieved of the post of the Finance Minister of Kazakhstan due to a transfer to another appointment.

Astana will play a host to a meeting of the Bureau of the political council of Nur Otan People's Democratic Party, involving President Nursultan Nazarbayev. A list of the candidates for the deputies of the Mazhilis of the Parliament of Kazakhstan will be approved there. The party nominated 128 people, 98 of the party members won the mandates.

President of Kazakhstan Nursultan Nazarbayev has held a meeting of the working group for the preparation of the draft law "On amendments to the Constitution of Kazakhstan". The intermediate results of the working group were summed there up. President Nursultan Nazarbayev gave consideration to the proposals, put forward by the members of the group, first of all, aimed at strengthening of the Parliament's role, not excepting the formation of the Government. The President highlighted also the role of the members of the working group who inserted appropriate amendments to the country's fundamental law.

Kazakh Ambassador to the Kingdom of Saudi Arabia Khairat Lama met Chairman of Saudi Arabian Consultative Council Saleh Abdullah Homaid in Riyadh, Kazinform has learnt from the Kazakh MFA's press service. Mr. Homaid positively estimated the dynamics of development of bilateral relations in various spheres including inter-parliamentary contacts. It is known that the society of friendship with Kazakhstan actively works under the Consultative Council. The two-day visit of Prime Minister of Kazakhstan Karim Massimov to Georgia continues. The Kazakh Premier managed to hold a number of top-level meetings in Tbilisi with President of Georgia Mikhail Saakashvili, Prime Minister Zurab Nogaideli and Chairman of the Parliament Nino Burdzhanadze, Kazinform refers to the PMÒs press service. Kazakh Prime Minister Karim Massimov ordered to begin administrative reform in the country. The first stage of the reform can be started now, Mr. Massimov said at the sitting in the Government today. Head of State highly estimated the structure represented by the Agriculture Ministry. Thus this scheme should be used as a model, he added. Sitting of the commission on administrative reform was set for Saturday, March 31.

Russian President Vladimir Putin met his Kazakh counterpart Nursultan Nazarbayev for talks centered on energy cooperation, as Kazakhstan presses ahead with plans to export oil through routes bypassing its giant neighbor. We analyzed the fulfillment of agreements reached earlier, in particular on questions the transit of energy resources, on carrying out innovative projects in the fuel and energy complex, and on setting up joint enterprises in this field, Putin said after the talks. Russia and Kazakhstan are respectively the biggest and second-biggest oil producers in the former Soviet Union. Until the country broke up in 1991, almost all energy export routes from republics that then became independent went through Russia.

Yesterday in the course of the official visit to Qatar President of Kazakhstan Nursultan Nazarbayev noted the significance of joining efforts on the enhancement of a dialogue between religions and civilizations. During the talks heads of the two states discussed measures on the activation of trade-economic and cultural links, ways of cooperation in oil and gas sector. In this context Kazakh-Qatari intergovernmental commission will hold its sitting in Doha city on May 2007.

In Ukraine 2007 has been proclaimed the Year of Kazakhstan, in Kazakhstan 2008 will be the Year of Ukraine. The visit of the President of Kazakhstan to Kiev lasted for two days. N. Nazarbayev and Victor Yushchenko held negotiations and signed a number of bilateral documents. The Presidents took part in Kazakh-Ukrainian business forum. N. Nazarbayev visited the Supreme Rada of Ukraine and met the Chairman of the upper chamber of the Parliament Alexander Moroz. The President discussed the questions of strengthening of trade and economic relations of two countries with the Prime Minister of Ukraine Victor Yanukovich.

A poll of 147 respondents, including 91 journalists, 44 analysts, and 12 government officials, which the Democratic Initiatives conducted at the Ukrainian Foreign Ministry request on December 4-15, 2006 showed that 130 of them support Ukraine's accession to NATO, and 82 of them believe this should be done as soon as possible. The people are more concerned about economic implications of this step, the influence that it could have on ordinary people's living standards, and its possible effects for relations with Russia.

At today Government Hour in the Mazhilis of the Parliament of Kazakhstan Finance Minister Nataliya Korzhova has made a report On Finance MinistryÒs preliminary results for 2006.
For the past 11 months the budget revenue made KZT 2 112. 3 bln, expenditures reached KZT 2 035.9 or 4.1% of the plan. Besides, for the reporting period KZT 2 092.8 bln was channeled to the budget, KZT 614.5 bln was transferred to the National Fund.
According to the Minister the administrators of the budgetary programs failed to disburse KZT 59.5 bln for the period under review.
